Ash Carter enlists team of SDB Advisors

According to Defense One, new Secretary of Defense Ashton B. Carter has surrounded himself with three advisors who do not appear on the DOD organization chart. They are Michael Bayer, Sally Donnelly and Dave Copp [1].

Now, it turns out that Sally Donnelly, a former journalist for Time Magazine, served as advisor to the former Chairman of the Chiefs of Staff, Admiral Mike Mullen. Then she joined the board of directors of Imperatis, a U.S. private army company, and founded SDB Advisors [2], which employs Ashton B. Carter and Michael Bayer as advisers [3], and Dave Copp as financial administrator [4].

SDB Advisors provide pointers to major companies in the United States and the United Kingdom on how to cope with communication crises.

SDB Advisors has recruited several former US defense officials such as: Admiral Mike Mullen (former Chief of Staff) already quoted; Admiral Dennis Blair (former Director of National Intelligence), Admiral Eric T. Olson (former commander of USSOCOM), General Carter Ham (former commander of AfriCom) and, only two months ago, General Mike Flynn (former director of military Intelligence).

Sally Donnelly is the Founder and CEO of SBD Advisors. Prior to founding SBD Advisors, Donnelly served as the head of Washington’s office for U.S. Central Command, which covers operations and engagements across 20 countries in the Middle East. Donnelly was a key strategic advisor to General Jim Mattis on policy issues, Congressional relations, communications, and engagements with foreign governments. She traveled with Gen. Mattis throughout the Middle East and Central Asia, as well as accompanying him on engagements on Capitol Hill, at other U.S. government agencies including the State Department, and in meetings with think tanks and non profit groups.

Before joining Central Command, Donnelly was a Special Assistant to the Chairman of the Joint Chiefs of Staff, Admiral Mike Mullen. Adm. Mullen recruited Donnelly to advise on domestic and international issues, and develop innovative approaches to enhance the Chairman’s influence, impact and reach. She advised the Chairman on policy, personnel, communications, and organization. Donnelly helped connect the Chairman to a network of business leaders, non-government actors and organizations that had never had a relationship with senior military leaders. She advised the Chairman's team that followed the Presidential campaigns in 2008, helped the Chairman establish the task force on wounded warriors, and served on the Secretary of Defense's Review Panel on the Ft. Hood shootings.

Donnelly came to work for Adm. Mullen after 21 years at Time Magazine, the nation's largest newsmagazine. Her career there included tours in the bureaus in Los Angeles, Moscow, London, and Washington, as well as five years in Time's editorial headquarters in New York. She covered the Pentagon, homeland and aviation security, Presidential and Congressional elections and three Olympic games. In Moscow, she reported on the political and economic upheaval throughout the former Soviet Union, including several trips to Chechnya to report on the ongoing conflict. She collaborated on two Time books--on China and a biography of Soviet president Mikhail Gorbachev.

A consultant to the Pentagon's Defense Business Board, Donnelly is also a director at Imperatis, a Virginia-based technology company, and a board member of the American Friends of Black Stork, a U.K.-based charity dedicated to the treatment and rehabilitation of military veterans.

Donnelly has an undergraduate degree(cum laude) from Hollins College, a Certificate in Russian from Leningrad State University, a master’s degree from the London School of Economics, and a certificate from the Haas Business School at the University of California, Berkeley.
